Police charged two men on Wednesday, September 17 in relation to the fatal shooting of Seabrook man Kwar Ater in the CBD earlier this month.
Four men were arrested in South Melbourne about 3.20pm.
The quartet were interviewed by police and a 23-year-old Doveton man and a 22-year-old Clyde North man were subsequently charged with murder.
The pair will face Melbourne Magistrates’ Court on Thursday, September 18.
A 23-year-old Keysborough man and a 22-year-old Pakenham man were both arrested and released without charge pending further enquiries.
Star Weekly previously reported that Kwar Ater, 26, was shot in the CBD about 3.40am on Sunday, September 7.
He was taken to hospital with upper body injuries but died shortly after.
Police will allege the incident was targeted and that the parties involved were known to each other.
