Police attempted to intercept the vehicle, before it sped away.
The car crashed into a barrier on Forsyth Road shortly afterwards and the female passenger died at the scene.
The driver, a 35-year-old Wyndham Vale man, was taken to hospital with non-life-threatening injuries under police guard.
On Wednesday, he was charged with multiple offences including culpable driving and dangerous driving causing death.
He has been remanded in custody.
